a global per-person payment
TEXAS Health Insurance : State retirees in four regions of the state will be included in an outcomes-based health care pilot program passed out of the Senate last week. Under the proposal, enrollees served in four areas of the state - by Scott & White Hospital in Temple/Austin; Memorial Hermann and Baylor Medical Center in Houston; and a yet-to-be-named hospital in Lubbock - would participate in a pilot project that would reimburse doctors at higher rates for coordinated care and better outcomes. Trustees of the enrollee groups would determine the details of the program by drafting an alternative payment method that could use a variety of tools - a global per-person payment or a flat fee for a particular health care need or even a payment based on performance -- in order to align payments with quality, rather than quantity, of care. The measure must now go through the House committee process and to the House Floor for debate.
