MAINE Health Insurance : The Insurance Committee has voted to approve the Governor's legislation repealing the savings offset payment and replacing it with a flat 2.14 percent assessment on paid claims. In addition, Superintendent of Insurance Mila Kofman offered amendments to the "Consumer Bill of Rights," and they also were voted out of committee. The Consumer Bill of Rights includes an medical loss ratio of 85 percent, which the Superintendent would amend to 80 percent, prior approval language and a no-pass through of the proposed 2.14 percent assessment. These bills will move to the Appropriations Committee. A previously successful coalition is quickly mobilizing to oppose the bills, and is expected to include the Maine State Chamber of Commerce, the Hospital Association and the Maine Health Underwriters Association
