ILLINOIS Health Insurance : The Omnibus Division of Insurance bill remains in the Senate Executive Committee, where Aetna is negotiating some modifications to head off an expansion of the Insurance Director's powers and the imposition of an arbitrary medical loss ratio. The trend of assigning insurance bills to non-insurance committees continues, as it appears one in particular will be moved to the Public Health Committee. This bill would allow medical necessity determinations to be made by the treating physician for mental and emotional conditions; establish standards for denying coverage for mental and emotional disorders; and authorize the Director to overturn an external review decision. The sponsor has indicated that he wants to hold hearings over the summer.
